ນະຄອນຫຼວງວຽງຈັນ, ສປປ ລາວ – ວັນທີ 3 ພຶດສະພາ 2024, ອົງການອາຫານ ແລະ ການກະເສດ ແຫ່ງ ສະຫະປະຊາຊາດ (FAO), ໂດຍການຮ່ວມມືກັບ ກະຊວງກະສິກໍາ ແລະ ປ່າໄມ້ (MAF), ໄດ້ຈັດກອງປະຊຸມເພື່ອນໍາສະເໜີ 2 ໂຄງການສຳຄັນ ທີ່ມີເປົ້າໝາຍແນໃສ່ປັບປຸງລະບົບການຮັກສາສຸຂະພາບສັດ ໃນ ສປປ ລາວ ແລະ ໃນພາກພື້ນອາຊີຕາເວັນອອກສ່ຽງໃຕ້, ໂດຍການເຂົ້າຮ່ວມຂອງຄູ່ຮ່ວມຈັດຕັ້ງປະຕິບັດໂຄງການຈາກພາກລັດ ກໍຄື ກົມລ້ຽງສັດ ແລະ ການປະມົງ (ກລປ), ກະຊວງກະສິກຳ ແລະ ປ່າໄມ້ (ກປ), ຜູ້ຕາງໜ້າຈາກອົງການໃຫ້ທຶນທີ່ສຳຄັນຄື: ອົງການເພື່ອການພັດທະນາສາກົນຂອງສະຫະລັດອາເມລິກາ (USAID) ແລະ ອົງການ ປ້ອງກັນ ແລະ ຫຼຸດຜ່ອນໄພພິບັດທາງຊີວະພາບຂອງສະຫະລັດອາເມລິກາ (DTRA).
ທ່ານ ໄມເຄີນ ຣອນນິ້ງ, ຜູ້ຕາງໜ້າອົງການ USAID ປະຈໍາ ສປປ ລາວ ໄດ້ຍົກໃຫ້ເຫັນເຖິງການຂະຫຍາຍການຮ່ວມມືຮອບດ້ານລະຫວ່າງ ສະຫະລັດອາເມລິກາ-ລາວ, ເຊິ່ງທ່ານໄດ້ກ່າວວ່າ “ອົງການ USAID ມຸ່ງໝັ້ນໃຫ້ການ ສະໜັບສະໜູນ ສປປ ລາວ ພາຍໃຕ້ການຮ່ວມມືໃນການຕ້ານກັບພະຍາດຕິດຕໍ່ຈາກສັດສູ່ຄົນ ແລະ ໄພຂົ່ມຂູ່ອື່ນໆ ຕໍ່ສຸຂະພາບ. ພວກເຮົາຕີລາຄາສູງຕໍ່ການຮ່ວມມືກັບກະຊວງກະສິກຳ ແລະ ປ່າໄມ້ ແລະ ອົງການ FAO ໃນວຽກງານອັນສຳຄັນດັ່ງກ່າວນີ້.” ໃນກອງປະຊຸມດັ່ງກ່າວ ທ່ານ ໄມເຄີນ ຣອນນິ້ງ ຍັງໄດ້ຍົກໃຫ້ເຫັນກ່ຽວກັບປັດໄຈສຳຄັນຂອງຄວາມສຳເລັດແມ່ນເກີດຈາກການປະສານງານຢ່າງໃກ້ຊິດໃນລະດັບພາກພື້ນ ແລະ ລະດັບຊາດກ່ຽວກັບການແຈ້ງເຕືອນລ່ວງໜ້າ, ແຜນງານການສ້າງຄວາມອາດສາມາດ ແລະ ການບຳລຸງຮັກສາເຄືອຂ່າຍຂອງວຽກງານລະບາດວິທະຍາ ແລະ ຫໍວິໄຈພະຍາດສັດ.
ໃນກອງປະຊຸມດັ່ງກ່າວ, ທ່ານ ດຣ. ສຸພາວັນ ແກ້ວວິໄລ, ຮອງຫົວໜ້າກົມລ້ຽງສັດ ແລະ ການປະມົງ, ໃຫ້ຮູ້ວ່າ: ທາງກົມມີຄວາມເຊື່ອໝັ້ນໃນວິຊາການ ແລະ ຄວາມຮູ້ທີ່ສະໜອງໃຫ້ໂດຍສູນສຸກເສີນເພື່ອຄວບຄຸມພະຍາດລະບາດສັດຂ້າມແດນ (ECTAD) ຂອງອົງການ FAO ເພື່ອບັນລຸໄດ້ຕາມຄາດໝາຍທີ່ວາງໄວ້ຂອງສອງໂຄງການດັ່ງກ່າວ. ທ່ານ ກ່າວວ່າ: “ໂດຍຜ່ານການມີສ່ວນຮ່ວມ ແລະ ມີການສະໜັບສະໜູນຈາກອົງການ FAO ທີ່ຜ່ານມາ, ຂ້າພະເຈົ້າເຊື່ອໝັ້ນວ່າ ສິ່ງທີ່ພວກເຮົາຈະພັດທະນາ ແລະ ເປົ້າໝາຍທີ່ຈະບັນລຸໃນມື້ນີ້ ທີ່ວາງໄວ້ໃນແຜນວຽກ ແລະ ລາຍລະອຽດກິດຈະກຳຕ່າງໆ, ພວກເຮົາຈະຕ້ອງສູ້ຊົນເຮັດໃຫ້ສໍາເລັດທັງໝົດ ເພື່ອຜົນປະໂຫຍດຂອງພວກເຮົາ, ເພື່ອສັດລ້ຽງ, ສິ່ງແວດລ້ອມ ແລະ ຊຸມຊົນ ຂອງພວກເຮົາເອງ”.
ທ່ານ ນາງ ຄະຢອງ ມີ ຄິມ, ຜູ້ຕາງໜ້າອົງການ FAO ປະຈຳ ສປປ ລາວ, ຮູ້ສຶກເປັນກຽດຢ່າງຍິ່ງທີ່ອົງການ USAID ແລະ DTRA ໄດ້ມອບ 2 ໂຄງການໃໝ່ເພື່ອຈັດຕັ້ງປະຕິບັດຮ່ວມກັບ ກົມລ້ຽງສັດ ແລະ ການປະມົງ. ທ່ານກ່າວວ່າ: “ອົງການ FAO ຂໍສະແດງຄວາມຮູ້ບຸນຄຸນມາຍັງອົງການ USAID ແລະ DTRA ຕໍ່ກັບຄວາມໄວ້ວາງໃຈ ແລະ ການຮັບຮູ້ເຖິງຂີດຄວາມສາມາດ ແລະ ຄວາມຊໍານານທາງດ້ານພະຍາດສັດເກີດໃໝ່ ແລະ ພະຍາດລະບາດສັດຂ້າມແດນ. ອົງການ FAO ຈະເຮັດວຽກໃຫ້ຫຼາຍຂຶ້ນກວ່າເກົ່າ ແລະ ໃຫ້ການສະໜັບສະໜູນລັດຖະບານ ແຫ່ງ ສປປ ລາວ ເພື່ອບັນລຸຜົນສຳເລັດຂອງສອງໂຄງການເພື່ອຮັບປະກັນ ເຮັດໃຫ້ການຜະລິດທີ່ດີກວ່າ, ໂພຊະນາການທີ່ດີກວ່າ, ສະພາບແວດລ້ອມທີ່ດີກວ່າ ແລະ ຊີວິດທີ່ດີຂຶ້ນ ສຳລັບທຸກຄົນ. ພວກເຮົາພ້ອມກັນກ້າວໄປ.”
Vientiane , Lao PDR - On May 3 , 2024 , the Food and Agriculture Organization of the United Nations (FAO), in collaboration with the Ministry of Agriculture and Forestry (MAF), held a meeting to present two important projects aimed at improving the animal health care system in the Lao PDR and in the Southeast Asian region, with the participation of project implementation partners from the public sector such as the Department of Animal Husbandry and Fisheries, Ministry of Agriculture and Forestry ( KP), representatives from major funding agencies such as the United States Agency for International Development (USAID) and the United States Biological Disaster Prevention and Reduction Agency (DTRA).
Mr. Michael Ronning, the USAID representative for Lao PDR, highlighted the expansion of comprehensive cooperation between the United States and Laos, which he said, "USAID is committed to supporting Lao PDR under cooperation in combating infectious diseases from animals to humans and other threats to health. We appreciate the cooperation with the Ministry of Agriculture and Forestry and FAO in this important work." In the meeting, Mr. Michael Ronning also pointed out that the key success factor is the close coordination at the regional and national levels on early warning, capacity building programs and network maintenance of epidemiology and animal disease research centers.
In the meeting, Dr. Suphawan Keovilai, Deputy Director of the Department of Animal Husbandry and Fisheries, said that the Department has confidence in the expertise and knowledge provided by the Emergency Center for the Control of Transboundary Animal Diseases (ECTAD) of the FAO to achieve the set expectations of the two projects. He said: "Through participation and support from FAO, I believe that what we will develop and the goals we will achieve today that are set in the work plan and details of various activities, we will have to strive to complete all for our benefit, for livestock, the environment and our own community."
Mrs. Kayong Mee Kim, representative of FAO in Lao PDR, is very honored that USAID and DTRA have given two new projects to be implemented together with the Department of Animal Husbandry and Fisheries. He said: "FAO would like to express its gratitude to USAID and DTRA for their trust and recognition of their capacity and expertise in emerging animal diseases and endemic diseases. FAO will work harder and support the government of Lao PDR to achieve the success of the two projects to ensure better production, better nutrition, better environment and better life for all. We move forward together."
